Would TigerSharks have been more popular if it had a cooler main villain?
Pic here is the upper echelon of what everyone remembers about 1980s cartoon villains.
Some like Tex Hex had a cool look but still didn’t help the BraveStarr show.
Overlord from Spryal Zone won but the show isn’t memorable.

Could TigerSharks have done better. T-Ray and Soulmate are cool looking but the show needed a scary big bad.

TigerSharks failed because it wasn't even it's own standalone series, it was a segment of The Comic Strips which was itself a failure and dragged Tigersharks down with it

It could've had the coolest villain of the 80s and it wouldn't have mattered

It was one of those shows that was kind of hard to find, and few people knew it existed. It was a part of some super special lineup show as a sketch and not really a standalone series.

This isn't a comprehensive list, but for iconic 90s toylines (that weren't just shit from previous decades rebooted) we had Mighty Max, Biker Mice From Mars, Earthworm Jim, Battletoads, Barnyard Commandos, Power Rangers, Street Sharks, Extreme Dinosaurs, Gargoyles, Pokemon, Digimon and Reboot.
Of those, Mighty Max, Extreme Dinosaurs and Reboot are the only ones that haven't gotten toys in recent years, and that's of we don't count the "legally distinct" Mighty Hat/Rover Robin toys made by the mob that thought they had the Mighty Max trademark secured.
2000s doesn't have nearly as many iconic toylines that weren't retreads of previous decades, but Yu-Gi-Oh has been getting figures. Beyblades are still going. Ben 10 is an untapped well that is overdue for being exploited, and I wouldn't be surprised if it happens within a few years.
Even in lines like MOTU, Transformers and GI Joes that after from the 80s, they are digging into the 90s and 2000s character rosters.
