The combination of having an offer at capacity at all times and a (even if slightly) decreasing demand is what causes english teachers to end up like this. But the only ones that truly suffer are the ones without relevant qualifications. Anyone with a masters and above is living a reasonably good life, and always will.
The only true solution โand the one he isn't mentioning here is that the only way to make it in this market is to specialize yourself. A kid I know enrolled to Osaka Uni for a masters in English while teaching it so he gets a local degree and gets a more legit resume. Way less expensive than doing it in America, too, and while the establishment is prestigious, anyone with a bach degree and a celta could get admitted.
