Personally, I prefer Thailand, but that’s largely because I lived there for some time, speak the language, and know the country really well. I also like Thai food slightly more than I like Vietnamese food (but the food in VN can also be excellent, and it’s still mostly startlingly cheap, far cheaper than in TH), and find Thai people more relaxed/relatable than the Vietnamese, who have often struck me as a little more aggressive, particularly down south. I also find the infrastructure (tourist and otherwise) noticeably better in Thailand, but it’s not a huge gap, and I think Thai roads are more dangerous. Thailand is richer, and you can tell sometimes. But it’s also more expensive, which might be an important factor for some. When I first visited VN I was just an English teacher based in Thailand, and the whole place seemed really, really cheap even on my garbage salary. It’s not as cheap as it was, but it’s still cheaper.
But none of these indicate any kind of inherent objective superiority, it’s just my personal experience, informed by some years in Thailand and a lot of short visits to Vietnam.

But it’s not the hottest time of the year, and even on rainy-season downpour days, rains aren’t usually constant. There’s often some sun, for hours if not whole days at a time.
It is the rainiest time of year, though, which increases risks of urban flooding, rural mudslides, impassable mountain roads, etc. And it’s a comparatively lousy time of year for most SEAsian beach destinations, although it may not even rain every day, and not all day even when it does rain. Another plus is that the tourist numbers are lower most places than they are in the winter months.
