Border zone, it's a special zone near russian and chineese borders in kazkhstan. You cannot legally enter IT without a special permit. However, it's apparently imposible to find the exact area od that zone

Can’t help you much and there’s no rule. I am going to the Chinese side in a month (with a permit). All I know is that even on the Chinese side if you get to close to the border, the Chinese police might have to summon local Kazakh diplomats or you’ll have to fuck off. There’s no written rule either from what I understood.

It is a mystery. You'll just bump into a checkpoint telling you to fuck off and that's it. I have not found any map either.
As for Kolsai, lake three is off limits. Lake one is accessible by car and two by hike.

My friend went there 2 years ago. He didn’t mention this permit in his story. He also illegally crossed the border into Russia and stayed there for 20 hours before returning to Kazakhstan. That area is wild and is not very rigorously patrolled by the cops.

If you want to go there maybe don’t worry about this permit too much.
