oh hey oulu got a mention. i spent a bit of time there when i was working with nokia back in the day
it's just a finnish town. if you like finland in general you'll be ok with oulu. if you don't like finland you won't like oulu.
it gets fucking cold there in winter and quite pleasant, sometimes quite hot, in summer
its major tourist attraction is a statue of a fat policeman, pic related
when i was there i nearly always stayed at the radisson hotel. i recall the bar and restaurant being super cosy when it is like -30 celsius outside. it was also the place where the local students went to drink 'til they stink, at end of term parties and so on.
i'll probably never have a reason to go there again. bit of a shame really

there isn't much for tourism in that part of the world, with the exception of the santa theme park around rovaniemi. some winter sports resorts that are actually pretty good too. if you've never seen taiga before then it is cool for a little while but there is a lot of it, goes all the way to the soon-to-be-Chinese Russian Far East.
in the winter it can get incredibly cold (-30C and below), which is horrible to deal with if you aren't used to it. large parts of europe think -5 is cold. they know nothing. in the summer it can push +30 which is equally disgusting.
if you are into /out/ stuff then it is different, there are lots of like snow shoe trails etc and you'll have the gear to deal with the conditions already
