It is definitely much cheaper compared to western European standards. This may somewhat change, since they're going to adopt the euro starting 1 Jan 2026, but I doubt we'll see massive price hikes in the near future. Sofia is a nice city, there's good enough public transport and other related services, even though some parts can be run down or not as well kept (standard eastern european fare). I really liked hiking in the Rila mountains.
Bulgarian people seemed rather nice, although I think you're going to struggle having any semblance of social life unless you're fluent in the language. It seems like most educated bulgarian youths leave to seek better paying jobs elsewhere in the EU, so most of the people who stay are the ones who are too poor / old / uneducated to leave. If you care about social life I might suggest neighboring Romania instead. Bucharest is a very lively city with a nice nightlife, you're more likely to find young people who speak French and/or English (and Romanian should be easier to pick up since it's a Latin language, unlike Bulgarian), and it's still way cheaper than western Europe. The scenery probably won't be as good though
