This isn't accurate though. The existence of the Force and its power isn't in dispute, Motti just points out Vader's failures thus far. He knows very well Vader can force choke people, in the original version of the scene before it was cut down further they call Vader a Sith Lord at that table.

As great as the Force is, Motti said nothing wrong, he was just rude about it. The Force cannot blow up planets(not with the power level of anyone currently alive), and it cannot solo a war. Palpatine commissioned the Death Star specifically because he cannot just do all that himself.

It's because contrary to his later claims, Lucas did not have an extensive backstory for Vader or the Force. The original Star Wars was just a love letter/plagiarism (depending on who you ask) of shlock 60s scifi serials, kurosawa, westerns and WWII movies. Vader was just some mid boss mook sent by the big bad guy to job to the hero. He didn't have a tragi-comic history nor was the Force and Jedi truly fleshed out. That's why you see Imperial officers treating Vader with disrespect because he is not part of the formal chain of command and the Jedi were supposed to have been gone for hundreds of years instead of only 20.

It's still consistent with the later lore though. It's not public knowledge that Palpatine is a Sith Lord, as it would ruin his regime's legitimacy in the eyes of the people, so Vader is this shadow operative boogeyman outside the official chain of command who Palpatine uses to handle things extrajudicialy. Making officers who are not part of Palpatine's inner circle treating Vader like this make sense. Think of police officers interacting with feds or soldiers interacting with intelligence officers irl when they show up to "take it from here".
