The use of the word "counts" implies a standard to be reached. In the case of reading, this could mean two things:

The first one is clearly also achieved with an audio book. As for the second one, the main benefit of reading books is supposed to be practicing putting words into mental images, which is also something you do when listening to a verbal story.

The reason people say "counts as" is because reading is generally considered a good thing to do in today's society by most people. You don't have to agree with that, but that's what most people believe.

"reading" is shorthand for "reading books", it's the format of a carefully put together book that's what's considered good to absorb. The fact that you can listen to a book doesn't make any difference to it. If you are having a discussion with someone about a book or book series and they happen to mention they listened to it on audiobook rather than "read" it, are you really going to think that it doesn't "count" in some way and think of yourself as superior? it's people trying to differentiate the two that are the immature ones thinking about clout. The main difference is obvious - listening to audiobooks is much slower.
