the graffitti I used to see in South America was kino when I growing up there. There were graffiti murals all over the place that had some beautiful illustrations sometimes, not just grimy stylized fonts and decals like I've seen elsewhere.
If you're driving through a tunnel and there are cement slopes leading up to the tunnel..you knew you were about to be hit with some dope art on both sides

Yeah that's not really the case in the US, it's just outlandish names like Bawn Dawg, T-Slice, or Hamskull in squishy letters on the sides of trains. Sometimes cities hire them to do murals like in your pic but it's usually of really lame shit like MLK Jr. or George Floyd, ESTL has a mural by the interstate of "Being okay to be yourself" or something on the way in to one of the worst cities in the states
