I don't think a single important battle has been won by whoever has the strongest haki. Quite the contrary, actually, most of the time the guy with the strongest haki loses the fight in the end.

Devil fruits don't make you strong, they just give you a gimmick. Conviction is what makes you strong in One Piece. Zoro and Sanji were absolute monsters in East Blue.
