Simply because the Mafia existed in both areas where you lived, doesn’t mean you know how it worked, or what it did or does, or what it affects, and how it affects it.
Plenty of people still live in major cities, and have no clue that the Mafia still controls major sections of employment, or politicians, etc.
The same goes for political corruption, the legal system, etc.
