It’s not strange that he says an Italian phrase, but rather it’s strange he assumes the dude will understand him just because “he has a vowel at the end of his name”. Not to mention the fact that the FBI agent does in fact understand it and responds with aggression by saying “your ass”, making him seem weirdly unprofessional just so they can try and clue the audience in on what Tony said to the guy.
