Because they're expensive, require a lot of planning, and they look like shit in widescreen format.

To do it cheap and good, you need stunt crews and people that know how to operate a camera outside of a studio environment along with coordination and practice. It's easier just to spend 4mil shooting actors sitting on a green box holding a steering wheel with locked down cameras on the default settings and fix everything in post.
