It's important to remember that Stormtrooper armor, like many things in Star Wars, are somewhat impractical to fit a specific theme. Storm Troopers have faceless armor that all looks the same as isn't as tricked out as your average bounty hunter because they are meant to be cheap and replaceable grunts, the Empire doesn't care about them.
