Was King George 3 really the supreme leader of UK and British America? Did he really have supreme executive powers similar to Kim Jong Un? Or was he just a puppet, controlled by the Prime Minister like Hirohito?

I am reading Rick Atkinsons book series on the revolutionary War and he explains how king george had to basically pitch the idea very carefully to the house of lords and they had to debate on whather they should declare war
