because people just have 0 willpower. i can't speak for meth and skag but there was an 18 month period where i used coke one night/week, never more than two. i had the money for it and little else going on in my life so it wasn't a problem. you have to realize it's an escape. it's for having fun. it's not for replacing your entire life. the moment you start using it to cope with existence is when you need to stop.
also nowadays who the fuck wants to roll the dice with heroin/meth given how fent is in absolutely anything? i don't even think i'd do coke today. way too many recreational users have died because their shit was contaminated with an amount of fent you can barely see with your own eyes.
