Yes it was intentional. He represented a more innocent, selfless era of capitalism, while Morton and Jones represented what ruthless greedy '80s capitalism was becoming at the time. In the sequel though they completely missed the point and demoted him to corporate Hitler.

He literally agrees to send Cain to murder the Mayor and his accomplices. True, it's not his idea, but I don't think the Old Man from Robo 1 would have sanctioned murder. The first movie is quite deliberate about portraying Jones as the evil version of the Old Man.

The evil chick who is fucking him suggests that they have the capability to follow the Mayor to his secret meeting, and proposes the question of how far they're willing to go. A dark look comes over the Old Man and he says "There must be no witnesses"

There's also the scene of him stepping over the dead corpse at the end, it's funny yeah, but it doesn't fit the ambiguity they gave him in the first one.

The Old Man feels "friendly" in 1, but in 2 he's just as cruel and ruthless as the rest.
