Prop Joe didn't understand what motivated Marlo. As is made explicit in his final scene, Marlo was in it to win the game, not make money. Joe wanted to be like that heroin dealer he mentioned who got rich without anyone knowing his name, Marlo wanted everyone to know his name.

I think it was brewing towards that once he killed Joe. The other crews were already getting tired of him and I believe they would have eventually made a move if he wasn't locked up.

Joe was always trying to appease him because he knew that they could equally benefit from it. Marlo made it seem like he only wanted to meet the Greek because of Omar robbing them all

Marlo wasn’t arrested till season 5 and killed Joe in season 4 and was sneaking around behind joes back all of season 4 to try to get between him and the greek. Then in season 3 the barksdales are about to go to war with Marlo but that’s stopped by stringer turning in Avon and Avon giving stringer to muzone and omar
