IDK about that. It was my understanding that the changes in cast were related to writers owning the rights to characters they had created so when, for whatever reason, the working relationship was terminated the show just couldn´t use them anymore.

I believe this was the case for Jenny, Mr Pool, Principal Larue and even Drell. The other cases are apparently different. The show runners axed Harvey when they wanted Sabrina to outgrow her highschool sweetheart and move on to more mature relationships but they later had to backtrack because the audience didn´t like that.

Hilda and Zelda actresses left the show because they felt their characters just were not needed anymore and were not developing. The actor playing Josh left once his contract ended to explore new venues, which is why Aaron was introduced. After Harvey was re introduced in the show Sabrina was meant to leave Josh at the altar but when the actor left they gave that plot to the other guy.

Valerie i believe was phased out because they wanted Sabrina to have a best friend from an ethnic minority group (Dreama, the forgotten one). IDK or don´t remember why Libby left.
