Andor had low budgets for costumes in all seasons, they were reusing all the props they made for the imperial army from the solo movie and other movies, you see it in the mandalorian too, they had to hire fans to stand in as stormtroopers because all of their props are falling apart

its like an impressionist painting

film still wasn't shown at a very sharp resolution, so a lot of the "quality" is your mind filling in the blanks and making you think plastic props are metal for example. CRTs were blurry, Theater projection couldnt really show you crisp images. the movie magic worked

now everything is SO sharp due to ultra high resolution video we can see every flaw, so when cheap indian CGI is used its incredibly obvious, that and most film special effects is garbage now doesnt help.

It's because the use of props and high detailed wardrobe/costume design was still a widespread and professional part of the film industry. It was still in high demand and there were many well known, well worked individuals who put themselves out there in to that field. As well as all the hopefuls dreaming of climbing the ranks. Fast forward to today and that part of the industry is only a minor part. The heads are just not in it, all replaced by digital effects and gay people.
Just look at stopmotion and claymation. They used to be much larger but were killed by the digital age. Many such cases.

Practical effects guys worked constantly in the 80s because computer animation was in its absolute infancy

They had a ton of experience and were way better than their modern constituents -- any Hollywood job that has been replaced by greenscreens has gotten so much worse. Costumes, set design, practical effects -- it's because they're not getting the same kind of experience.

There's just less decently budgeted work for them these days, so you get people who don't know what they're doing, glorified cosplayers.
Go look up the credits of the guys who did the make-up on Star Trek or made monsters in 80s movies and you'll see they just worked constantly, tens of thousands of hours of experience on the job.
