I don’t get your line of thinking. If the person in OP stole a TV, the scene obviously wouldn’t have played out the way it did. The whole point is that she stole a cheap loaf of bread. People steal food all the time, so it’s not even a far fetched scenario. And no, people are not always sympathetic to the thief just because they stole food and not a TV. If you give the person that stole bread a pass, you’re inviting everyone to just steal food from you. And what if you’re a damn bakery, you’re just fucked then as a business? I’m not saying throw her in jail, but the shop owner is right to be upset.
