Take all movies above PG13 and imagine them on a scale from 1 to 10.
1 is a fairly tame movie that's just a bit too much for PG13.
10 is the most depraved distressing shit you've ever seen (or it's basically just porn).
In the US, 1-9 gets an R. It's uselessly vague and tells you almost nothing about what to expect. 10 gets an NC17 and nobody is willing to touch it.
Most countries instead have one rating for 1-5 and another for 6-10. Often something like "15+" vs "18+". The higher rating doesn't have a stigma, everyone is happy to show and sell those movies.
Why hasn't it been changed yet? There's already an informal idea of "soft R" vs "hard R", why not just make that official by switching to R15 and R18 and drop NC17? Surely it'd be better for everyone?
