In the deleted Luke and Biggs scene from E4 Biggs mentions how the Empire is starting to get more domineering in the inner systems. He predicts that when the Empire does finally decide to look over Tattooine that they'll nationalize his Uncle's moisture farm.

And then there is Alderann but even in the novel/radio drama (which Lucas used to say was canon) Vader questioned Tarkin's decision and said that the Emperor should be consulted before blowing it up.

So the Empire was kind of a Cold War Soviet Union bad until Alderann which became the rallying cry for the rebellion.

It sure looks like Imperial society is free society, because just about everyone owns & carries a weapon (blaster or light saber or that wookie bowcaster or whatever). An armed society is a free society (and a polite society)... it is a SAFE society.

It looks like the Empire pretty much just left you alone if you were some working guy, maybe gave you a sweet contract to work for them like that walrus dude who drove the truck full of stormtroopers in that show about Obi Wan or whatever. Unsure of their tax policy, but I'm sure that it was lax enough... the GDP of a thousand planets is enough to buy & maintain a couple of death stars and an entire star fleet if robots & energy are so cheap & abundant. I'll bet life under the Empire was largely fair & just for the vast majority of Imperial citizens (and quite safe).

The Empire does nothing to benefit the average person solely based on movie logic. The dissolution of the senate does nothing since they were inept, the introduction of the moff system is too large to be effective, with Tarkin saying only the fear of being blown up is enough to keep the planets in line. That the rebels are able to operate freely and that the Death Star council is worried about control shows that "order" used as an excuse for atrocities is moot, there is no order at large. People would have no incentive to fight for the literally extraplanetary government and its occupational forces telling you it's there for your own good as they build weapons to blow you all up, yet they'd have every reason to believe things will be worse once the guys building said weapons (but "for your own good") finish them. Lawlessness? That means nothing to people on the Outer Rim. The inner planets are stable enough without imperial governance. It is all the problems of the republic(complex bureaucracy administered by altogether foreign bodies) but willing to destroy your entire family and planet for questioning why you need them.
