>the entire planet is one city
How does that actually work, municipally speaking? Is there a mayor of the entire planet?
In real life, there are large metro areas with multiple smaller cities clustered around a bigger one, but it's all one big urban cluster.

The heat is the biggest problem. Cities create a ton of heat, which isn't a problem for our world since cities take up such a tiny percentage of our land. But if the entire planet is a giant city that goes down for miles, then it would create so much heat that everyone would burn to death.

Probably lots of separate boroughs/prefectures with some level of self-governance. Like how Tokyo is one massive city that's technically the Greater Tokyo Area containing 6 separate prefectures like Chiba and Saitama

Or maybe they just have some convenient animals they can cultivate for food. Like a trash monster that eats waste.

Coruscant Is like the District of Columbia and LA County and Singapore and the Vatican New York and Strasbourg all rolled into one.

Sadly the piece of media that DOES show they have police is the TCW Filoni show.
You got:
>The Coruscant Guard, which work as the sort of military police of the planet, made up of clone troopers
>Droids that work as cops
>The Underworld police which is the more low budget police department since its meant to wander around the low levels which are a total shithole and where a droid would get stolen, vandalized or straight up blown up.

It would have been interesting to see the sequels focus on Coruscant post-empire. It seems like the place needed hundreds of planets to support its fucked up existence during the Republic and the Empire. You could plausibly see Coruscant's circumstances birthing a non-retarded antagonist faction that's trying to conquer planets to keep Coruscant alive.
