Normal people have pretty much always vastly outnumbered wizards. There are several cases of them enslaving regular people, but good wizards and people always fight back and/or their reign didn't last too long. Works for a children's book I think. They did also used to openly be wizards. We are never really told the origin of wizardry but it does seem to be something genetic, and a rare recessive gene in the human population, possibly a mutation.

The characterisation in that series, Snape especially, is what made me fall in love with the series despite avoiding it for over a decade because i thought it would be "gay crap for stupid children".
