Because he's presented as someone with sincere although twisted intentions struggling to accomplish a goal while the good guys are all hollow with nebulous goals and the longer their characterizations go trying to create drama between them the more they come off as hollow idiots that only exist as toys for the writer to keep cashing checks with. Homelander in contrast has clearer goals and more tangible problems like literally everyone in his world being against him one way or another so he became the one eyed man in the kingdom of the blind.
