Palpatine pretty clear threw the fight. If her seriously believed at any point that Windu or Anakin was actually going to kill him, he would have escaped (take note that he tried doing that with Yoda) and initiated Order 66 remotely.

ironically i think that was a bad move. had he been able to get anakin into a position where he had to defend himself against palpatine he may have turned on him right then and there and order 66/the fall of the republic never happens. surely anakin + windu could beat palpatine
