Part of me thinks both the Cybermen and Daleks are just too limited in what you can do with them. I agree with the Space Nazi aspect being overstated (it is a combination of Genesis and Nu where it comes from), but even if we go with them being Space Nazis the nature of the Daleks means they are only crude comparisons to Nazis. Besides this just not being the sort of thing that would fit Doctor Who, with the Daleks you cannot say do an examination of Nazi economics or Nazi policy towards women. With the Nazis you can only apply to the Daleks certain iconography, militarism, racism, and genocide - none of which are exclusively fascist/Nazi. If you with the more general Classic Who approach towards the Daleks as being generic imperialists, there is only so much you can do with generic imperialists without it just being generic. If you go with themes in The Dead Planet, you cannot really extend out of that serial fears about nuclear war (regarding the mutation of the Daleks) and how pacificism is not actually good (regarding the Thals). Davros adds something to the Daleks by how it gives a reoccurring face and specific adversary for the Doctor, but that tends to just lead to stories with the Daleks and Davros to be really stories about Davros and not the Daleks.

As for the Cybermen... The Tenth Planet, The Tomb of the Cybermen, and World Enough and Time are the only stories that standout to me that actually does something specific with the Cybermen that seems fitting to their core idea. Tenth Planet establishes that they are organic, want to survive, and do not understand the horror of their existence. Tomb furthers their struggle to survives and also adds a type of cunning to them. World Enough and Time going into the body horror aspect.

The issue with Fifth-Adric-Nyssa-Tegan is there is too much overlap in what they ultimately function as - 1) all 3 of the companions are young and to some extent need to be mentored by the Doctor; 2) Fifth, Adric and Nyssa are all characterised as intelligent, and intelligent in a way that can be broadly said to be STEM; 3) Adric and Nyssa are both non-Human; and 4) Adric does not function as an Ian-type character for action given he is more boy than man and besides Fifth can do that role. Something like Second-Jamie-Zoe has the situation of having two geniuses in the TARDIS, but you can separate them easier in the narrative by having either Second & Jamie together doing A plot with Zoe B plot or Second doing A and Jamie & Zoe B.

I think you can do 4 as evident by First (the one that has the TARDIS, and is effectively some trickster wizard), Susan/Vicki (youngster), Ian (more classic hero in terms of morality and feats of action), and Barbara (speaks her mind to the Doctor, older female to Susan/Vicki). Though at this point the show is not going to revert to that - I say as like the show even has a future. From Third-Doctor onwards the Ian-type character got absorbed by the Doctor. Early Doctor Who was more of an ensemble and in many ways Ian is dual protagonist with First, if not at times outright lead protagonist. The closet reversion to an Ian type character is arguably with 7th and Ace, and even then that is nowhere really alike to the dynamic and function with First and Ian/Steven/Ben or Second/Jamie.

Fifth should be able to work as a pair with any of the 3 as they are, with Adric & Tegan, or with Nyssa and Tegan. Nyssa is effectively just a younger Romana. Both Romana and Nyssa are intelligent though less experienced than the Doctor.
