Because of prequel obsession to EXPLAIN THING. Dune, the original novel, is carried heavily by its mysticism and vaguely hinting at things in the past that lead to its current state of things. This isn't entirely the show's fault as prequel novels written by Frank Herbert's son fucked it up first.

I actually think the PLANS WITHIN PLANS political drama could be good and fits within the Dune setting, but it needs time to breathe.

This was my biggest problem. 98% of all scenes were two or three people standing in a room or walking through a hallway, just spouting exposition about what has happened or is about to happen. It's all dialogue. It could just as well be a radio show. Modern shows are really forgetting that the medium is supposed to be "show, don't tell." They have it entirely backwards and think it's ok because it has good set design and costumes.

Before that though you have to remember the balance in Dune is that all the factions maintain power via the status quo:
>Emperor controls majority stake in CHOAM and other Great Houses have a seat.
>CHOAM mines spice.
>Spacing Guild control all travel and trade.
>Bene Gesserit are silent partners but secretly control bloodlines.
>Landsraad represents the interest of the Houses.

Then you get checks and balances:
>If the Emperor sort more power the other houses of the Landsraad would stop them.
>Houses compete like crabs in a bucket.
>Bene Gesserit manipulate things for their aims.
>Technology and other things are suppressed.
It is basically like the aristocracy purposefully keeping a status quo.

Deadwood still showed a lot. We saw the characters stumble or get drunk or throw things. It wasn't a Three Stooges routine, but it still showed a lot. The talking was necessary in some cases to show the dynamics of the scheming, but it didn't routinely take place of the action itself and just tell you about it. That's the difference. Plus, it was a very static setting. Something like science fiction or fantasy promises this expansive and dynamic type of storytelling, and "People Talking Near Desks" is what we get.

you didn't read or appreciate books 4 & 5 at all

the whole point was that humanity at the time of Paul became totally stagnant and dead end, just like at the butlerian jihad, unable to see the psychic hunter seeker drones leto ii and siona talk about in the desert that would drive them extinct in the near future

the shield and weapon and warp travel were all invented in a more advanced time 10000 years ago when computers did all the busy work, and humanity rightfully turned from that, but never got their edge back. they had to be repressed for 5000 years to finally become vital and creative as a species that could come up with new technology again

it's cool if you don't believe in cycles of history but that absolutely is in herberts text

It's not in the show but about 100-ish years before it. Basically an event happens and Atreides ancestor is willing to make the hard sacrifice which means getting some people killed, while the Harkonnen ancestor isn't even though it would've resulted in overall loss. After the fact Harkonnens are branded traitors for their noble stance which would've lost humanity the war and they get exiled.
