the beacons were made to work the opposite way, as an early warning system for minas tirith in the event of an attack from an enemy, using them to ask rohan for aid was gandalf's idea

They were extensively used in Scandinavia, particularly in Norway, where their maintenance was mandated by law for several centuries. They were in use up until the 19th century, though some were set up, but not lit, in 1914.
Some are maintained to this day, though only for the sake of tradition.

I'm fairly certain most of the systems were local. You can see most of the ones that seem to be connected are along the southern coast and in the western fjords, and were intended to warn against raids by sea.
Also, the vast majority of people in Norway live and lived by the coast, with some exceptions in eastern Norway, where the terrain is flatter and you can actually farm the land.
