there's no bridges over the Hudson (left side of the OP picture ) besides the GWB uptown but yeah

It kind of has to be Manhattan for the "cutting the city off from the outside world" plot to work

Though since the freedom tower is there did 9/11 happen in the Nolan Cinematic Universe? how come batman didn't stop 9/11

Gotham in Batman Begins and TDK is more Chicago. Concrete and steel, giant public works projects, wide symmetrical boulevards and elevated trains. The sky is grey, the buildings are grey. Alleys. The skyline is boxy and muscular, none of New York's wedding cake setbacks.

It's that very Chicago mix of brutalism, Mies van der Rohe modernism, and early 20th century high rise gothic. Lower Wacker Drive is Gotham's literal underworld.

But TDKR is NYC with a bit of Pittsburgh. Much more brick architecture, more emphasis on civic grandeur, classical and beaux-arts public buildings. Narrower roads. Wall Street. The massive bridges and rivers, obviously.
