The characters all have their own little stories and motivations. The kind of central story though is centered on Ryu and his quest to be the best fighter he can while trying not to give in to the "satsui no hado" (the "dark side" of ki or whatever). He invariably gets wrapped up in whatever scheme Bison is hatching and all the other characters get involved to stop him.
The Street Fighter tournament is Bisons chance to snag the winner (which I think was Ken) and turn him into a mindless drone that will do his bidding in his quest for world domination at the helm of his evil organization. He also wants a new body to inhabit since he's some kind of soul parasite that "died" a long time ago but can take over bodies and live on through them. The body needs to be exceptionally powerful to contain his spirit
