It's the morally superlative position to quell rebellions. The subjects of a monarch don't have "rights" the way you conceive of them, and past a certain point, indiscriminate summary execution of the traitors becomes the duty of the crown for the good of the empire, and the human race. Good movie, though. Mel Gibson's spot-on period accent was just a treat.
