Back when everyone refused to sail past the horizon out of fear of tipping over the edge of the flat earth the world was very mysterious. When people finally realized you could sail past the horizon they realized there's a lot of unknown places out there. Now that the earth was fully explored, colonized, and routed there seemed like nowhere left to explore, discover and document. Pirating was just another commercial enterprise, a job. No longer an illegal trek full of magic, treasure and wonders.
