If you take the original serial in a vacuum, there is literally nothing there to create that impression. And if you pool together every appearance of the Daleks across the course of the original series, they're more like generic imperialists, who are a lot more likely to enslave and exploit, than they are to act out a policy of total extermination.

Cold war anxieties, mostly. The original serial is firstly about the damage done to a planet, and done to the Daleks themselves due to nuclear war, and secondly about a conflict that has gone on for far too long, where both sides have a chance to make peace, but refuse out of stubbornness.

One might also argue that alien invaders were a well trodden sci-fi trope even before WW2. That's what War of the Worlds is all about. Doctor Who owes a lot to HG Wells in general.

They have a grudge against an enemy they have been fighting for centuries. That actually has almost nothing to do with the Nazis. The Nazis were all about expansion and building up their nation. The Daleks as we see them in the original series seem to be quite happy to live in one decaying city, and have no aspirations for anything beyond wiping out the Thals.
