The chink that pitched the cartoon is obsessed with this style. Look up her Bao short, it's like a more caricature version of both Turning Red and Elio, I think it's supposed to be "cartoonish" as opposed to more realistic artstyles Pixar has been doing mostly, an attempt to pivot into something new. And while it looks like 3D beanmouth I actually think the idea the chink had in her mind is that it's supposed to be like a 3D version of that ultra stylized anime Crayon Shin-chan.
