What're the odds that during the making of "the shining" S. Kubrick just did random things under the guise of "symbolism" and whatnot? So that it'll seem like his movie was deep & that people'll keep arguing over the plot for years to come?

Sorta. Him and Lynch never talked about their films so the audience could make up whatever interpretation they wanted but I think there was some symbolism in his films after that point. He got really into advertising and how they used stories in their marketing.

His symbolism is mostly deliberate and intentional.
What you're complaining about are people who go too deep in that rabbit hole and insist some kind of tiny continuity error in a set dressing no one would notice until they could pour over every single frame in high definition decades later is actually the cypher for their schizo headcannon theory.
