Make sure the big capacitors aren't locked shut. They look like solid cilinders like a small barrell and have flaps on top that are supposed to open up when it heats. Plug the tv for a few minutes, unplug and if the big capacitors look closed or even fused cut the top open along the lines with a knife or just remove the top cap entirely.
