i think you're missing a crucial part of the plot, Walt makes the best product anyone in Albuquerque has ever seen so Tuco was willing to give him more slack than a typical up and comer with 70% pure garbage. and that only lasted up to a certain point where Walt's overconfidence in himself gets him in a life or death situation. the show doesn't veer into unrealistic until Gus decides to give him a second chance after Jesse screws up the initial meeting.
