I think it's just because people were expecting a more traditional "zombie movie". This is even quite different to 28 Days Later with the whole "me mum's sick" storyline. I watched it in the cinema and thought it needed some more action myself. 28 Days Later, even if it isn't action-packed itself, has some really intense scenes like when the blood falls into the guy's eyeball and that black zombie is on the loose at the end of the movie, etc. The zombies and alphas in this film were pretty disappointing, in comparison.
