The Cardassians did end up joining the Dominion, why would the federation go to such lengths to kill their own people who got trapped on the wrong side of a treaty.

Because the Federation was retarded in not commiting to the Border Wars with Cardassia and using so little force against them and even more so with the Treaty .Objectively , the Federation could have wiped the Cardies off the face of the Galaxy but they did not realize the enemy they had .
Cardassians are Space Germans , and like Germans , they should not be allowed to have a unified State .
