Why is one of them considered a culture icon and forever immortalized but the other is fading into nothingness?

Funny enough, you're actually half-right despite having never watched the show.

Rei is a foundational icon. She basically began the archetype of emotionless doll girls that would become a staple of anime. Rey is a legacy character, similar to Miles Morales, Sam Wilson and Jaime Reyes. If you're asking "literally who?" then congrats because you just proved my point. Legacy characters will never accomplish anything on their own. They will always rely on the foundational characters who allowed them to be in the spotlight

Are milennialfags serious, I can name dozens of older anime/manga with characters like this, especially romance stuff. What made Rei so special were the thematic extremes her archetype was taken to on top of the sci-fi and military elements making her so sui generis and timeless; much like the other EVA characters.
>Rey is a legacy character, similar to Miles Morales, Sam Wilson and Jaime Reyes
Also this, she'll be remembered as nothing more than the most infamous example of this tendency.
