TMNT 3 was better than TMNT 2

TMNT 2:
Corny, humor so juvenile and autistic it jumped the shark (I’d actually be embarrassed to show that first fight scene to another adult), no moral to the story, “zomg da super shredder” fighting was wack cuz they didn’t use weapons, was just an attempted fan service shitshow

TMNT 3:
Beautiful scenery, production and music. Enemies looked like they were actually trying to kill them. Fun turtle lore. Casey Jones came back in 2 roles. Character development from Raphael becoming a responsible father figure, and Mikey dealing with growing up, warm farewell to the audience where splinter shows Mikey we’re all growing up but we can still be youthful in spirit

Also, there was more suspense in 3 than 2 because the turtles were on a time limit and a villain opposing them ever seeing splinter again

It would be better if there was a real B plot with the Japs and Casey in NYC. 2 is better overall. NYC is just a better setting for the Turtles on film.

Not having Casey and the Japs doing vigilante shit was such a wasted opportunity. It didn't even have to be the entire b-plot, just one scene would suffice to make it more interesting.

3 has zero iconic scenes. In the first five minutes, 2 had a kino 90's New York pizza montage immediately followed by this:

They had to lighten up from the grimdark original because they realized their audience were mostly kids. The cartoony stuff worked though, it's a movie about fucking karate turtles that talk.
