The reality is that anything he signs becomes a collectible due to his autograph, so his options are (a) give away work for free to scalpers who would think him an easy mark, (b) not sign anything at all, which would further drive up rates of the few things he did sign and/or piss off fans who think he's too stingy with his sig, or (c) charge an amount which makes it so that very little if any profit is to be made with a flip, so he, the guy whose name is actually valuable, gets the money, and more true fans are able to get him to sign their crap as opposed to the front of the line getting dominated by scalpers who only care about the profit. Sure, it comes across as scummy, but his work has given his signature value, so if he wants to charge for it, so be it. If people don't want to pay it, they won't, and he'll wind up looking like a dunce who overvalues his name and time. Even for real fans who love him are involved in an entirely one-sided relationship - they might want nothing more in life to have Mark Hammil smile at them and sign their junk, but to Mark, they're just another random person who he'll probably never think about again.
