That season was before David Chase decided to downgrade the DiMeos to a glorified crew. Remember S1 when the FBI had a major operation around nailing the DiMeos?
Sopranos is great and probably the funniest thing ever put to screen, but you can't take it seriously as a drama of consistent narrative. The only reason it did get taken so seriously is because standards were so low for TV at the time.

He was just A) trying to keep it coming out of his slush fund, not his savings, and B) struggling with the fact that he could just kill Hesh to wipe the debt and more or less get away with it.

Thinking about not paying him involved the consideration of killing him. Hesh implies it at some point when speaking to his negress, too, I think. It's never explicitly stated, but the way Tony would go about "not paying" Hesh is pretty clearly implied.

I think it also just amused Tony to not pay Hesh, because he didn't really have to.
Hesh made a mistake when he asked Tony for a vig, That demoted Hesh from a freind to a business associate in Tony's mind. Remember when Tony gave his portion of his tax back to Hesh? Tony came to Hesh as a friend, and expected to get a float like one would a freind, much as he did for Artie. The vigorish is inherently predatory, and Tony didn't appreciate being predated upon. So fuck it, just never pay Hesh back and humiliate him when asks for interest.

The FBI would of course be interested in nailing the top crime boss in New Jersey whether it’s a glorified crew or not. The New York families are their focus as far as the Mafia goes but being a side project doesn’t get you out of the crosshairs, especially when they are so intermingled and do so many dealings together. Rats or arrests in Jersey could get you insight and leverage on NYC.

I hated this the first watching but on this rewatch I was laughing my ass off. I consider myself a raging antisemite but this go around Hesh is one of my favorite characters. I loved when someone showed up to his place and he had some black hookers with him.

This is why Chasing It is the worst episode. Tony's descent into degenerate gambler comes out of nowhere, but suddenly by the next episode he's back to normal and his apparent gambling addiction never gets discussed again. His yearslong relationship with Hesh (a character who has been loyle since the pilot in Season One and a prominent part of Johnny Boy's crew) gets torn up for purely contrived reasons (a debt Tony didn't need to take on at all and gets pissy about when he could clearly just repay it), and Hesh only survives because the writers decided his wife should suddenly die just before Tony whacks him and repays the debt. The AJ-Blanca relationship is also thinly written and not particularly compelling either, and the Nancy Sinatra cameo scene is really corny too. The whole episode just felt like the writers wanted the viewer to hate Tony so they had to retcon a lot about his character and his motivations. On top of all that, Vito Jr shitting in the showers is the low point of the entire series IMO.

I forgot that was the same episode. The writers really ran out of steam around mid to late Season 6.
