Second, the phantom menace is about a kid. Mary Sueing a kid gives it a kid movie atmosphere but is far less obnoxious.
Third, the order is which information is given to the viewer matters. People watching Phantom Menace all knew who Dark Vader was and that it was his origin story, so making him competent from the start was less of an issue and any good boy points was immediately interpreted by contrasting it to his becoming a villain later on.

Rey is still a Mary Sue by definition because she is a (1) new character who is encroaching on an established franchise, (2) was introduced in the wake of Disney decanonizing legends, and (3) first appears in a movie that is literal fanfiction.

As the first piece of media in the franchise, a female Luke would've been fine.

Luke is also a fucking Skywalker which justifies his power. The fact that they rehashed this for Rey "Palpatine" or "Skywalker" only proves the Mary Sue criticism.
