Why did the Nazi government allow him to shoot his rifle into the camp? It's insanely dangerous for the Nazi officers walking around. They could easily take a stray bullet. Why did the government act so anarchic and reckless one moment, and so rule-bound and strict the next?

It legitimately did not happen the way they portray it in the movie.
They want you to believe that he has a basement torture cellar under his mansion, snipes jewish children or feeds them to his dogs, and kills over 500 camp inmates in person with a stash of weapons with full Nazi approval, but also that he was abruptly arrested and trialed for mistreatment of prisoners, stealing their stuff and refusing to feed them

He was doing his job (though enjoying it and making a game out of it.) Anyone who was caught laying about or couldn't work, got a bullet. It was policy. I bet the turdpeople of Palestine wish the Nazis were able to complete this work.
