It's almost too bizarre to explain. In the animated prequel shows, it turned out the Darth Maul somehow survived the fall in Ep.1 and he periodically appeared as a secondary antagonist with prosthetic legs (eventually, he goes to confront Obi-Wan on Tatooine and gets finally gets finished off). Then, in the Han Solo prequel movie set somewhere in the middle of that period, the last scene has Darth Maul appear as a hologram, revealing that he's been the sinister force controlling the organized crime syndicate that was the focus of that movie. Presumably, it was setting up for a sequel that didn't get made because the Han Solo movie was a massive flop.
