Literally this. You can hire a homeless vet to pop up on a roof and put one in his brain from 100 yards away easy for $500 and the rifle to do it you can get for less than $400 with zero documentation. Hell, do it yourself and all you spent was sixteen cents on the round. Omar was looking right out his window from a great vantage point and could have easily taken him out. The later seasons of The Wire you kind of have to ignore shit like that. Just dropping him from a window wouldn't be good for the storyline.
