Blame David Heyman. He wants to keep Bond going as this prestige thing that wins Oscars and whatever and is willing to wait on Denis for two whole years while Pascal wanted Leitch and ATJ and to start shooting THIS year. Ultimately, Amazon brasses liked the idea of Oscars so they went with Heyman despite this making it impossible for Bond 26 to shoot no earlier than 2027, meaning it will release in 2029 or 2030.

Bond has to do action, gun-fu, have believable sexual chemistry with women. Holland & Elordi already DQ. ATJ can do all that but he's been better as villain.
